Having another look at pictures, it seems to me to be mostly cartridge even in peasant pictures, so I think I'm decided on that issue. Cartridge pleating it is for the skirt itself. The petticoat I did knife pleats on simply because there's not enough width in the waist to do any sort of reasonable cartridge pleating, and also because it's simpler to sew by machine to a waistband.
